EVs are Effort Value points. Each pokemon you battle gives certain EVs. IVs are Individual Value points. A pokemon will have a random number between 1-31 indicating how much growth each stat will have.

IVs are determined randomly. There is no way to influence IVs. However, when breeding, each parent donates the IVs for two stats, but those stats are chosen randomly.

It has a base HP of 60, meaning at level 100, its lowest possible (with no ivs or evs) HP is 261, and the highest possible (with a 31 iv and 252 evs) is 324

It all depends not on Levels, but on their Stats; EVs and IVs. An Ev trained lvl 100 Pidgey with good IVs can easily beat a lvl 100 non-Ev trained Zangoose AND Seviper any day.
