There are a massive amount of Spellcaster-type monster cards and support cards that have come out over the years. The first question you will need to answer is what kind of Spellcaster deck are you trying to make. The following list contains a few ideas, but by no means is a comprehensive list:
If you do not have enough cards to form a particular sub-class of Spellcasters, that's alright. There are a number of cards centered on Spellcasters that would be of great use for many (but not all) Spellcaster decks.
That being said, if you do not have many or any cards that support Spellcasters and/ or the sub-class you are going for, there isn't much point in making of deck centered on them. While a deck with Spellcasters that have cool effects might work, it is no more than a deck full of monsters that have good effects and just happen to be Spellcasters.
With these things in mind, a typical deck will have about an even ratio of monsters to Spells and Traps while keeping the deck as close to 40 cards as possible. The number of tribute monsters (Levels 5 and up) can vary greatly depending on what your deck is centered on or contains, but about 3 - 5 is a good number. The following is a list of cards that can aid Spellcasters and may or may not mesh well with your deck. Some of these cards use Spell Counters, but still work well in Spellcaster decks not centered on them. And once again, this is by no means a comprehensive list:
