well, the starter decks are designed so that you can start dueling right away- literally just opening the box and playing. but the structure decks on the other hand, are basically "structures" for decks. as in, you buy the deck, and the deck is play-able by itself, but with the right cards added into it, the deck could be a lot stronger.
To unlock the structure decks in the first place, you must beat the structure deck duelist in New Domino City (in the area directly right to the card shop in that area). If you beat him with a structure deck, it will be available to buy in the shop (scroll all the way to the right to see it).HOWEVER, once you unlock all the decks, the game's glitch kicks in; the only structure deck available now would be the 5Ds Starter Deck and will continuously say that it's new no matter how many time you buy it.
