It depends on what park you're referring to- Epcot, Magic Kingdom, Animal Kingdom, or Disney Studios.
The general rule is, however, any holiday, i.e. Christmas, Easter, Thanksgiving, Fourth of July, ect. you definitely want to avoid, unless you like crowds. ;)
The best times to go are in January and February, when Disney World isn't hosting the Princess run or NCAA Cheerleading championships, both of which take place during those months. Also, mid-May and October are great times to visit.
My parents go to Disney World every couple of years in October, and they love it. Also, in between their visits, we try to make a family trip right at the end of May, after school is out, but before summer officially begins.

I heard from Disney mgr I used to work with that cosmic rays starlight lounge and Pecos Bills, both in magic kingdom at walt Disney world are the number 2 & 3 respectively busiest restaurants in the world behind the McDonalds in Moscow Russia. I can't find the exact source myself just yet but this ranking was from a couple years ago. I expect this hasn't changed as of yet. This would make them the two busiest in the U.S.
Disney World is busy every day of the year, especially weekends and holidays. Be prepared for lots of long, long lines and big crowds.
