You need surf, strength, and rock smash. I'm not sure i remember how to get rock smash, but you receive surf as a reward if you get to the farthest house in the safari zone in Fuchia city. strength is rewarded to you if you bring Warden Slowpoke his teeth which you can also find in the safari zone. the warden lives in fuchia as well, he lives to the right of the Pokemon center in the house with the rock and the fossils in his house
