Without trading, events, or migrating, on Pokemon Pearl only Palkia, Heatran, Cresselia, Giratina, Uxie, Mesprit, Azelf, Phione, Regigigas, and, counting acients, all 28 forms of Unown, Sheildon, Bastidon, Aerodactyl, Kabuto, Kabutops, Omanyte, Omaster, Lileep, Cradily, Anorith, and Armaldo. With trading you are only able to trade one ledgendary Pokemon; Dialga, and, counting acients, Cranidos and Rampardos. With migrating you are able to obtain any pokemon, sometimes glitched (Such as a level 4 Charizard or level 195 MissingNo.). The ledgendaries obtainable include Zapdos, Moltres, Articuno, Lugia, Ho-Oh, Mew, Deoxys, Mewtwo, Latios, Latias, Entei, Raikou, Suicune, Groudon, Rayquaza, Kyogre, Registeel, Regirock, Regice, Celebi, and Jirachi. Above, it says pretty much all of the Pokemon, sadly, you cannot catch all of those in Generation IV.

Here is a real list.

Cresselia (Chase around map)

Mesprit, Azlef, and Uxie (3 lakes, cave in middle)

Heatran (Cave in mt. Cornet)

Giratina (On the road between Pastoria and Veilstone. After beating the elite four, on the right side there should be an opening in the trees. You go in and follow the path)

Regigigas (You have to have all three regis.You go to snowpoint city, after beating the elite four. Head north in the city until you find snowpoint temple. Enter the temple and go down until you find a statue of regigigas.)

Shaymin (Head south into Victory Road and navigate to the new cave opening to the east. Once you get through the new portion of Victory Road, exit onto Route 224. Get to the north end of the path, and you will meet Professor Oak. He tells you to do a few things, then at the bottom of Seabreak Path you see Shaymin, who runs away. Cycle up the Seabreak Path until you reach Shaymin, but be careful, as it's only level 30.)

Darkrai (Go first to the city with the ship and the sailor and go up until there is an old hotel with faded writing. Press A then you will have a nightmare with Darkrai in it. When you wake up, you will see a map leading to where Darkrai is. Go to New Moon Island and run to the right all the way to the mystery zone. Keep going and when you end up to an island, go in the the forest and Darkrai be waiting at level 40. )

Arceus (You need to find a person in the Pokémart in Pastoria City and he gives you a type of flute, and you go to where you caught Palkia (Pearl) or Dialga(Diamond). You get in your inventory and take the Flute out and it asks you to play it, you select Yes and after you play it, there is a staircase leading up to a Hall, and then once you climb up, you cannot save it, so save it before you climb up the stairs, then you see a "!" above your head, you RUSH to the Pokémon and battle it.)
