well, if you are making a deck you should have:60 cards at the most 3 or 2 of the Pokemon can be the same if you want to have a good pile just do 20 of each like 20 Pokemon 20 trainer cards 20 energy cards...
You mean like normal rare or REALLY rare? I mean that normal rare cards are something like ex-cards, or something with over 150 HP, but if you really want to get the greatest collection ever, you must look: -Light-pokemons. As there are dark-cards, there are also light-cards. I only got one, and I traded my snorlax ex for it. -Japanese cards. Any cards that are not sold in your country are rear. I got one Japanese Blastoise, and English version of it. -Phonys. I have a card, that is clearly phony: a too small "Charmander", with Fearow picture on it. -Mistake print-cards, I don't have a one, but i know someone who has. He owns a shoebox full of Pokemon-cards, and one of them has strange backside on it. It was like backsides of four cards, that have been pictured together. -Extremely rare cards. These are some cards that are only given to tournament champions. I own some broken old Pokemon cheat guides, and other one of them has a Pokemon top-3 rarest cards: Pikachu Trainers. These cards are only owned by the winners of the year 1997 Japan-tournament winners. Pikatchu illustratior: There exist only 3 of them in the world. And finally: Tropical Mega Battle Trainer: That have only been handed out for tournament winners. Missing no-cards. This is a card of the weird unindetified Pokemon, that Ash saw in the haunted house, or the bug that can be seen in some gameboy games. Im not even sure if it exists, but ive seen pictures of them. Hope you never get better collection than mine!

The rarest Pokemon that you can catch is one of the 3 legendary dogs: Entei, Suicune and Raikou. Why are they so rare? First of all you can only catch one of them and depending on what starter Pokemon you chose will decide which one you get on top of that they are not set in a specific area like most legendary Pokemon like zapdos where he just stays in the power plant where as the dogs can go from route to route you never know if there on the route your on unless you find it and use the pokedex to check its area but even when you do that by the time you reach that area they will move somewhere else!
The system will only hold a maximum of 3 wonder cards. You might want to use it as much as possible before deleting it, though. Pokemon Diamond and Pearl also hold a maximum of 3 wonder cards, too.
It mainly depends on the rarity of the card and the demand. Some people list it for .99$-3$ or it can go as high as 50$ because of the increased population. PokePrices can help you determine the price of the card, but eBay has a larger collection of cards, even the rarest card in the world. I'd look at one of the sites to see the average price the card have been sold at.
