If you are asking "what is the rarest plush 13" vintage Care Bear" (which are generally considered to be THE collecting standard in the vintage-circles, although there are also 6" minis and 18" giants) then the Rarest one is a genuine Treat Heart Pig plush. Second would likely be Noble Heart Horse and third would be True Heart Bear.
Also rare (although easier to obtain on the secondary market) are Loyal Heart Dog, Proud Heart Cat, Playful Heart Monkey, Daydream Bear, Harmony Bear, Surprise Bear, Sea Friend Bear, Forest Friend Bear and the "I Love You" Bear. These plush are generally available for sale most commonly in the UK and sometimes in Australia, as these are the only countries which they were released in, back in 1984/85.
Please keep in mind that we are talking genuine vintage Care Bears here, not the 20th anniversary or the even more recent plus re-issues of the late 2000's. These re-issues were all commonly available in equal quantities, although many collectors (or people wanting to re-sell and make a large profit) bought them up by the dozens.
