The same thing all other pennies in recent years, zinc. They are then coated with copper. If you have a 1975 penny that is silver, it is a penny that someone has disolved the copper coating leaving only the zinc. The composition of the cent was not changed until mid-1982. Lincoln cents made before that date, except for the famous steel wartime coins, were made of a solid alloy of 95% copper and 5% tin and zinc. If you have a cent dated before 1982 (except for 1943) that appears to be silver it's 99.999% sure you have a coin that was plated for use in jewelry or something similar. That makes it an altered coin with no additional value.
According to my sources, a Silver the Hedgehog action figure has already been made. It was sold over Ebay for $610. Here's the story: http://www.tssznews.com/2009/12/30/on-ebay-bendable-silver-toy-goes-for-pretty-penny/ As for an affordable, mainstream action figure, I have no idea.
There are buildings that look silver, but not made of silver. Silver isn't strong enough. A silver looking building is the Chrysler Bld in NYC.
All of the costumes for all Pirates movies 1-4 are made by Penny Rose.
Hollowware refers to items made from silver or silver-plated materials that have a hollow structure, such as bowls, trays, and pitchers. While some hollowware pieces are made of solid silver, many are crafted from a base metal coated with a layer of silver, often referred to as silver-plated. To determine if a specific piece is solid silver, one should check for markings or stamps indicating its purity, such as "925" for sterling silver.

If it is a penny struck on a dime planchette it could be quite valuable. If it is just silver plated...it is still worth a penny.
No. The U.S. has never made a silver penny.

All 1967 general circulation British Pennies were made from bronze. If you have a silver Penny, it will be because somebody has plated it. Alternatively, the British Maundy Penny is a very much smaller coin than the traditional Penny and is made from sterling silver.
Nobody. The US never made silver pennies. In 1943 the US made steel pennies. These are often mistaken for silver. In 1943 Abraham Lincoln was on the US penny.
It is unlikely that a penny made of silver was produced in 1828. In that era, pennies were typically made of copper, with no silver content. The first U.S. silver coins were not introduced until the late 18th century, and they were not issued in penny denominations.

The US has never made and never will make silver pennies. If a penny was silver it would be worth more than a dime.
The U.S. has never made one cent (penny's) coins from silver. The coin has likely been silver plated. It is not rare or special, it's just a penny.

The 1943 silver wheat penny is made of steel coated with zinc. During World War 2, every bit of copper was needed to make shell casings. Therefore the penny was made out of steel during 1943 so all sources of copper could be used for the shell casings.
