Ares was sent to catch the lightning thief when he came across Luke, the lightning thief. Ares decided, ( since he was the God of War, and if the bolt was not returned there was gonna be a serious war among the gods, possible World War III) he would keep the bolt, and he gave it to Percy once Percy got him back his shield.

The bolt was not in the pack until Percy was in the Underworld to confront Hades.

As the book says:

"I came for the master bolt."

"Which you already possess!" Hades shouted. "You came here with it, little fool, thinking you could threaten me!"

"But I didn't!"

"Open your pack then."

A horrible feeling struck me. The weight in my backpack, like a bowling ball. It couldn't be...

I slung it off my shoulder and unzipped it. Inside was a tow-foot-long metal cylinder, spiked on both ends, humming with energy.

"Percy," Annabeth said. "How--"

"I -- I don't know. I don't understand."

Then after that feeling of Horror, Percy went and confronted Ares, and discovered the true lightning thief, Luke.

No Luke did. But Ares tried to frame it on Percy
