I would say it represents the average soldier on either side, who was offered a chance at patriotism and glory by enlisting (the delicious steak) but discovered that the war was confusion, cruelty, and destruction on an unimaginable scale (the sharp little metal pieces). So the average soldier in the war is, like the poor dog, writhing in pain and misery, not sure why it is happening or who to blame. The dog and the soldier are both aware, however, that they were offered a false bill of sale when they took the hamburger/signed up.
That's hard to say. Looking on eBay, there are some Dark Charmeleons that are going for a buy-it-now price of 99 cents, and some that are being offered for 3.99, while others are wanting more, but not sure they are getting it. Even if you aren't going to sell it on eBay, that is often a good place to go to see how much people are paying.
