If it's the same as Pokemon Silver version (GB) , you can defeat all 16 (Johto and Kanto) gyms, there's a pewter city guy by the east side who gives you a rainbow wing to get Ho-Oh (LV. 70) , AFTER YOU GET ALL THE BADGES Prof. Oak will give you a pass to Mt. Silver and Red (or Ash) will be there starting with LV.81 Pikachu.

you fly (or walk/run/bike) to new bark town and use surf on the lake. travel across the body of water until you see land. once you set foot there, a man will tell you you are in the kanto region and to check your map. go to Tohjo Falls and use waterfall. head out the other way and use surf again (the trainer there (before using surf) will have the three forms of bulbasar. BEWARE: the ivysaur knows poisonpowder). keep travelling and you will find a house next to a blu apricorn tree. the lady in there will heal your Pokemon. continue up the road and you will come to the victory road (upwards (the only way to go at the moment)). use strength upwards or you'll get stuck. once the exit is in sight, your rival will show up. he will have a magniton, haunter, a level forty (typhlosion/ meganium/ feraligar), a sneezel, kadabra, and one other Pokemon. beat him and go on out of victory road. defeat the elite four and the champion and you beat the story moad .
It is nearly impossible to 'beat the game'. You must still have Pokemon to catch that are rare, such as Latios or Latias, the legendary birds and legendary dogs. You could also train all of your Pokemon to be at level 100.
