Dialga/Palkia is lvl 47, so be prepared. Warning: Don't use a Master Ball, he's quite easy to capture. Around 30-50 Ultra Balls will do.
After you capture it, go back to the HQ, and talk to Saturn. He tells you that the boss has gone somewhere and didn't return, and that Saturn has taken over.
Heres a tip: For me, Dialga was easy to catch, but there are a few more Sinnoh Pokemon that are really rare and cannot be caught unless you have caught Dialga or Palkia. Another thing, to get to Sunyshore City, you gotta catch either Dialga or Palkia, that's what the "power outage" is about. Hope this helped!
