The villain who has the tattoo of an eye on his ankle is Count Olaf from a series of unfortunate events who is the guardian of 3 orphans Violet,Klaus and Sunny their parents perished in a fire which destroyed their entire home.
In The Bad Beginning, 3 children named Violet (14 years old), Klaus (12 years old), and Sunny (infant) Baudelaire, are notified that their parents have been killed in a fire that destroyed their entire home. When they get sent to live with an old man named Count Olaf, he makes them do terrible chores. He later makes Violet and Klaus be in a play so that Count Olaf can marry Violet to get their enormous fortune. If they don't, Sunny will be dropped of of a tower. When they both say I do (to get married), Violet signs with her left hand, instead of her right hand ( she writes with her right hand). That makes the marriage invalid, and Count Olaf can't get their money. Count Olaf shuts off all the lights in the theater and escapes in his black car. The movie is a little different, because Count Olaf gets captured in that, and it has the 2nd and 3rd book in it (a.k.a. The Reptile Room and The Wide Window).
The main characters in "The Bad Beginning" are the three Baudelaire siblings - Violet, Klaus, and Sunny. They find themselves orphaned after a fire destroys their home and are sent to live with their distant relative, Count Olaf, who is revealed to be a villain with malicious intentions towards them.

It depends how you have taught them to behave
In "The Bad Beginning," the first book in the "A Series of Unfortunate Events" series by Lemony Snicket, three siblings named Violet, Klaus, and Sunny Baudelaire become orphans after a mysterious fire destroys their home and kills their parents. They are sent to live with their distant relative, the nefarious Count Olaf, who schemes to steal their inheritance. The book follows the Baudelaires as they try to outsmart Count Olaf and uncover the truth behind their parents' deaths.
This is a subjective and personal decision. Many people feel that children who are home schooled lack social skills. Others feel that public schools are not the right environment for their children and thus prefer to home school them.
All children have the right to feel safe in their own home. If this isn't the case you have to contact the police or Child Protective Services so they can help you.
