It is a fictional conceit, acting as both a theme and a signature of the character. It is analagous to the way that children refer to themselves by their own name.

In ancient sanskrit, the word shkoobagh, (transliterated into Latin alphabet) was pronounced in a similar way to scooby, though with the accent on the second syllable. It meant rush, hasten or speed. It is unlikely, however, that the creators based the name Scooby Doo on this, and more likely that they chose it because of its attraction to young children.

In the episode of The Flintstones, where the flintstones move upmarket to the hill, Pebbles ends with phrase "scooby dooby doo".
