You can't know when it is Larvitar. But, at my research i have found it that a Larvitar appears 2 of 10 times you radar on.

Go to Route 207 and use Pokédar. Larvitar will be rare.

First, you MUST have 10 credits. You have to go to the link that says My Pokemon, then look for the link that says Spend Your Credits. Go down and look for Larvitar, click on him and trade your 10 credits for him.

You catch it at Seavault Canyon in Pokemon Fire Red and Pokemon Leaf Green. And Seavault Canyon is on Island 7. Look in the grass and a Larvitar will pop up eventually with lvl 10, 15, or 20.
Rather than meeting a Larvitar, it would be MUCH better if he found his old Larvitar and kept it on his final team. You're probably thinking ''What about the mom?'' It would stay at Oak's Lab or with Dawn or Brock. Many people want Ash's Larvitar to return. But he MIGHT be a Pupitar by then. If he ever came back, the episode should be called "Back with Larvitar" or something like that, you know what I mean =)
