Riolu does evolve, but first, you MUST have full bond with it. Keep it at the top of your party, and try never let it faint. You can also use Protines, PP up, HP up, Poffins ect. Also, try walking with it for awhile, it will grow to love you. The more battles it wins alone, the happier it'll become. Say if it's level 10, you would want to go to a spot in the region your in with Pokemon 10 and under. When it grows up to 20 or so, move a little farther from the spot you where at.
I traded a Riolu at level 24 to my Heart gold, and by the time it evolved, it was level 60. For it to evole, it depends how well you care for it and love it. Chanssy and happini, Bonsli, Pichu and a few others are the same way.
For HG/SS/, go to golden rod city, and go up the block from the PC and take a right and go down to the little yellow house. Talk to the girl (the bigger one, not the little kid) and she will examin your Pokemon you have up first in your party, and see if it hates you, or adores you. Another way is to talk with your Pokemon. If it gives you a heart, your getting a close bond with it. If it says it's regarding you with adoritation, your bond with it is Far greater than before.
