There is no one Pokemon who lay eggs. Ditto can be used with any other Pokemon to breed, and if you have 2 Pokemon in the same egg group, that may work too. I prefer Ditto as it can pretty much breed with any Pokemon. BTW they don't have babies, they lay eggs. =3

Of course! Any two pokemon can breed as long as the old man outside of the Day-Care says that the two don't seem to like each other too much or better. But if you do breed them, the egg will always be what the female pokemon was. Example, a Male Slowbro and a Female plusle: the egg will hatch into plusle. Hope this helps.
