The turn player sends the material monsters to the graveyard, and places Chimeratech Fortress Dragon on the field. The summon is not yet successful, here is where you'd negate it with cards like Solemn Judgement or Steelswarm Roach's quick effect. So you'd pay Steelswarm Roach's cost and start a chain.
Steelswarm Roach's effect will resolve, negating the summon. Chimeratech Fortress Dragon will go to the graveyard.

Nothing too special happens. You simply receive a ribbon, which will be placed on your Pokemon. Contests are purely for user-enjoyment.
team rocket drinks a special shuckle juice and all the Pokemon fell in love with them
That doesn't really make sense. A special summon 'happens' and then it is finished. It's not something that 'holds' the monster on the field, or can 'wear off' and return it to hand, deck or graveyard. If the effect doesn't say something happens to the monster after the summon, then it is to all intents permanent until something else tries to move it.
you get beldum.
No, it was destroyed in the 1st age in the Silmarillion. The Lord of the Rings happens in the 3rd age.
