You can get more contest backgrounds in Pokemon Pearl by choosing out your 'lucky' Pokemon and going to Jubilife City, then go to the Jubilife TV Station place and drawing out your ticket daily until you get a prize. Every time you win, you get a background. I'm not aware of any other ways to get contest backdrops otherwise.
