My father was a sailor in WWII. His coat was called a Pea coat. It was made of heavy wool, was navy-colored, had broad lapels and a double breasted front. A good reference for P-coats is:http:/en.wikipedia.org/wiki/Pea_coat. According to this reference, the Pea coat first appeared in the early 19th century. There are also at least two forms of coats worn by officers: Bridge coats and reefers.

A sailor in the United States Navy wears a uniform called "Dungarees" on a normal work day. They consist of bell bottom jeans and a heavy blue work shirt and a ball cap. When at functions or visiting foreign lands, a sailor will wear the "uniform of the day" called out in the "plan of the day". Examples would be Dress Blues (Cracker Jacks), Dress whites, service whites, or service blues.
