The "Picard Maneuver" as seen in the TNG episode "The Battle" is when a starship goes to warp for a very small amount of time, closing in on the opponent.

Because of the slow speed of light (compared to warp), the opponent would see the light from where the ship was previously, and it's new position.

This would confuse an enemy with primitive sensors making them see two ships, but be useless against most species in the Star Trek universe who uses sensors that operate faster than light.

When Picard did the maneuver it is assumed this was an exploit against a particular foes sensor system

The Picard Maneuver can also refer to when Patric Stewart (Picard) tugs his shirt down when raising up from this captains chair.
