It is a path that is accessable after you have received the National Dex. It will open up on Route 214 above Lake Valor and to your left. Spring Path has level 52-54 Golduck, Bibarel, Noctowl, Staravia, and Chimecho so be prepared. Once you make it through you will follow the path and you will eventually end up at Turnback Cave.
