You can use anything that has psychic moves. preferrably someone that's fast. (i.e. alakazam, hypno...)

It's considered mewtwo is the best Pokemon at lvl 100 to your own opinion this is subject to change of course you can say its rayquaza, groudon, kyogre or any other legendary.

there isn't one because Pokemon have different strengths depending on type and the way they were trained. but a really cool Pokemon would be lvl. 100 shiny arceus

There is none. It just matters on its stats, moves and the bond it has with your trainer.
