You can only catch kyogre on Pokemon sapphire. you need a LOT of ultra and poke balls or a master ball. And you should also use a max repel or have high level Pokemon to run away from wild Pokemon.Kyogre is found in cave of origin(groundon in ruby and emerald). He is lv. 70 and REALLY powerfull.I prefer if you are not using a master ball you should bring only lv.71+ electric Pokemon to paralyze him and beat him down to 1 HP with thunder or thunderbolt or or thunderpunch or any other powerful electric attack.
Though you can only enter cave of origin after you beat the elite four(plus champion), he might really help you after you obtain him.
Note:Cave of origon is in lilycove city. I still can't find it.
Note 2:Try raising a pikachu from the safari zone(rare).
Note 3:IF you have color shards, somewhere a person turns them into elemental stones.
Note 4:You MIGHT not want to bring your marshtomp or blaziken to cave of origin to catch kyogre the legendary Pokemon.

∙ 13y agoprobably use a few net balls,ultra balls,timer balls or a master ball. if u want to catch it with using other balls besides the master ball,weaken its life.if u want to make it easy then use the master ball
