Its based off of rounds during the encounter. The ball catch rate stats low, I believe 1. Every 5 rounds the catch rate goes up by 1. The ball is really only useful after about 15+ rounds or so. It is very helpful in encounters with legendaries who will most likely last a long time if you are trying to catch them.
