I think that there is a distinction. A cartoon can simply be a drawing (normally for entertainment). Animation is a process that is used to produce the appearance of movement. You can apply animation to Cartoons...

The word you're looking for is 'Animation'. Animation is using many pictures that look similar, and playing them at a certain speed to give the illusion of things moving. As for how hard, it depends. Usually animation is very time consuming, so if you don't have time, you don't have an animation. It also depends on what you're using. I highly suggest a computer program, not classical animation. Then it's all about your skill with the computer. I find 3D harder than 2D personally.
