There is a mental war between Katniss and President Snow. Snow keeps sending 'messages' to Katniss, in order to scare her. After what happened with the berries in the first book when Katniss and Peeta try to commit suicide, the Capitol is mad at them for showing them up. Throughout the trilogy, the Capitol is desperate to see Katniss and Peeta to death.
