It allows you to trade the event Celebi and the shiny event Entei, Raikou and Suicune from one of the other games. Normally pokemon can only be migrated after you complete the game and reach the pokemon transfer lab. But the Relocator lets you bring over those event pokemon so you can get Zorua and Zoroark before completing the game.

No, you don't need a shiny Raikou, actually I got Zoroark trading it for a Karrablast in the GTS. You might go there and try, but if you haven't got Wi-fi it's hard to get, or at least without AR. But, if you got any of the shiny legendary trio from Gamestop, you can use the Relocater, put it in your party, and go to Lostlorn Forest on Route 16. When you do that, It'll look like some crazy lady comes running to you, but that is Zoroark using it's Illusion ability. How to get Relocater: First go to Castelia City. Second find the scientist who wants to know some kind of password. Third tell him, "Everyone Happy." Fourth he should ask for another one, and say, "Simple Connection." Fifth save the game and go to the main menu. You should see Relocater at the bottom. Thanks!

They are "Everyone Happy," then "Simple Connection." He'll give you the Relocator. Now on the main menu, you can access the relocator, which doesn't only let you transfer Celebi, but Raikou, Entei, Suicune, and the lock capsule as well.
