Voldemort is back and the Minister of Magic denies it because he doesn't want to face Voldemort. People are insulting and believing Harry about being an attention-seeker left and right. The Minister does not believe that Harry killed Cedric, otherwise Harry would have been arrested. Cornelius Fudge (minister) has lead himself to believe that Cedric died trying to get to the Triwizard Cup, and Harry is just trying to twist it and make it look like Cedric was killed by Voldemort, so that he could enjoy the attention of the whole entire wizarding world.

The conflict is Voldemort is back and Harry doesn't really know how to deal with it. Also the members of the Order of the Phoenix won't tell him anything about Voldemort and how he fits in with the war so he is mad about that. Fudge, the minister of magic, doesn't believe Harry when he said Voldemort was back in the end of the fourth book. Plus, Voldemort keeps getting in Harry's head so that just makes everything worse. That is the conflict in Harry Potter and the Order of the Phoenix.

Umbridge gets attacked by centaurs after she calls them "Filthy half breeds". She then quits, meaning Harry can play Quidditch again. Voldemort Duels with Dumbledore in the Ministry of magic department of mysteries after Voldemort lures Harry there. Fudge enters the room, seeing Voldemort just before Voldemort apparates, and is forced to except that Voldemort has returned, leading to the re-appointment of Dumbledore as Headmaster.

The ministry believe that Harry and Dumbledore are lying about Voldemorts return and thus decide to plot against them and try to get the wizard world against them, behind the ministrys back Harry and co make a secret alliance ( Dumbledores Army ) 6 members of this Harry Hermione Ron Neville Luna And Ginny go to the ministry to try and help Sirius because Harry believes Sirius to be in danger with Voldemort and being tortured. This is a false trail, Voldemort used occulemency to get into Harrys mind, a connection which was made when Voldemort failed to kill Harry as a baby, when they get there they are confronted by many death eaters including Lucius Malfoy and Bellatrix Lestrange, they manage to fight the death eaters off for a segment of time until they get to another room in the ministry, they are then attacked until the order come to help, Sirius, Tonks, Lupin, Madeye, Kingsley and so on, during this battle Sirius is killed by his cousin Bellatrix, obviously to Harrys despair. Harry then chases after Bellatrix and performs the Cruciatus curse, only to find he is alone with Voldemort out of nowhere Dumbledore appears through the floo network, and battles Voldemort to which there is no clear winner then Voldemort gets inside of Harry until Harry fights him off in what is a fantastic moment, Voldemort then stands over Harrys body but as he does the Minister of Magic appears along with Aurors thus them knowing that Lord Voldemort has returned.
