to get the third badge you need to go to the north of cerulean city, and acquire the SS ticket from bill. once you have don that travel to veridian city and board the SS Anne. explore the boat, and you will come across your rival outside the captains quarters. defeat him, and go and see the sick captain. talk to the captain and rub his back. he will give you HM cut. depart the SS Anne and cut down the small tree outside the gym. go inside and defeat the leader, and you will get the third badge.
