The tree tells you what level your entralink is. The taller the tree is, the higher the level. Also, the white branch tells the whit level, and the black branch tells the black level.

After talking to them, they appear in Black City in your game. However, they will disappear if you don't battle them for a while. To go through the Entralink, you must have two nearby DS systems and press the ENTRALINK button on the C-Gear. Walk over the bridge and you should be able to enter the other player's game. Note that the other player must be actually playing pokemon Black/White and must be inside the "Ring". The Ring is basically everywhere on the map that is part of that large circle.
