On the right side of Solaceon Town there are two houses that are surrounded by a maze of ledges. You must follow on the far right side of this area and jump down the ledges until you are in the area where there are two cave entrances, one higher than another. The lower one will take you into a hall where there are stairways on both sides leading down, the unknown are in those areas.
As you catch each letter of UNKNOWN, the Ruin Maniac will dig his tunnel until finally, when you catch all 26 characters, his tunnel bottoms out into a cavern where you may then capture the two rarest UNKNOWN, the characters '?' and '!'. Simply head out the door at the bottom of the room and you will be able to get that poke ball! I would suggest using quick balls to catch the unown, throw them as soon as you see the unown.
