Metapod can only learn Harden after evolving or capture, but it can learn Bug Bite, Electroweb, and Iron Defense by taking it to the Move Tutor at the Battle Resort in Pokemon Omega Ruby and Alpha Sapphire.

I am not sure if there compatible but who ever his the female Pokemon the baby will be the preevolution of that Pokemon unless it doesn't have a preevolution and it will have the fathers TM moves as long as the baby can learn those moves.

somewere in the 30's and it evolves into cacturne and cacturne is a amazing grass type and I recomend it completely (make it learn needle arm)
he doesn't cause he is a rare Pokemon he can learn many moves around lv 80-140 but i strongly reccomand use dragon atks and return

if you're prepared to used TMs then tropius can learn a pretty broad range, mostly grass but ground, flying, poison, 1 steel and 1 bug. cacnea/ cacturne is better though for a wide range of moves.
