In her early career, her measurements are given on many websites as 36C-21-36, which is, in inches: bust, waist, hips. [1]

Her waist was exceptional for her chest and hips; she had a 1950s hour glass figure (Think Dita Von Teese).

I found here [2] that her waist was 19 inches! Her husband Richard Burton apparently said: "Her body was a true miracle of construction and the work of an engineer of genius."

Such measurements would be hard to give a modern dress size. She would be size 8 based on her waist, but size 12-14 based on her bust and hips. [3]

She was quite short 5'1"-3". So for someone of a taller frame such a waist would be unhealthy. But remember, it was her hour-glass figure that was so amazing, so for someone taller it would be the ratios that are important; not the measurements. Even as she grew older and was not so tiny in the waist she still had a great figure, but not skinny by modern standards. It was what she wore, not the size.
