The bread was presented to Katniss Everdeen of District 12 after Rue's death. Katniss thinks it was meant for Rue but didn't get to her in time and being Allies with Rue, she deserved to have it.
The bread symbolizes nothing. When Katniss and Peeta were younger, Katniss went out looking for food through garbage. Peeta was told by his mother to go and feed a burnt piece of bread to the pigs. Instead, he found Katniss looking through their garbage hoping to find bread. He gave the bread to Katniss and suffered being beat by his mother.

Peeta also saves Katniss's life when she is attacked by Cato. *This is a must read book. I fell in love with it within the first chapter.*
