No, it's not a Tom & Jerry cartoon, but it is an MGM cartoon made around that time by Tex Avery. I believe the name of said cartoon is "Counterfeit Cat".It's the cat that is saying "Bow Wow!" trying to get that bird and bribing the dog guarding said bird with bones.
