At the time, having a king as head of your state was considered a part of the natural order of things. In the same era the Dutch for instance only choose to have a republic after they had unsuccesfully tried to find someone to replace Philip II as their king.

Although some might not like the person who was king or queen at any point, probably not one singe Engishman objected to living in a monarchy as such during the reign of Elisabeth. And although certainly the upper echelons expected a king to listen to the opinion of his advisers and Parliament, he/she was expected to take the active lead in governing the realm.
