Easiest place is in Cerulean. Don't fight the trainer to the left. Then go find an abra either on route 25 or fight to bill, then the rocket grunt, then head to the route immediately south of Cerulean to catch one. Go back to the kid in the grass and stand one step above where he would see you. Save here. As you step down immediately press start and teleport to Cerulean. If you did this right then the exclamation point indicating battle should go off. You won't be able to press start, or buy poke balls so make sure you have your team set before hand. Go right into the Gym and fight the first trainer. Once you beat him, go out, and up towards the nugget bridge. Once you get there, the start menu should open up, and when you close it Voila there is a level 7 Mew with pound.
