Yes, I think she always genuinley liked him, but didn't realize it until he was gone. (but yes she does really like him :)
Somewhat, yes. She really did love him, but she didn't realize it until later in the third book Mockingjay. What started out as a game for her slowly become real
The Hunger Games -- Katniss and Peeta were acquaintances, but Katniss remembered Peeta for when he saved her life by giving her bread; they became the "star-crossed lovers" after Peeta announced his love for her at the interviews; they were "in love" throughout the entire Games; on the train ride home Katniss told Peeta her love was just for the Games, and none of it was real. They turn back into strangers.Catching Fire -- They are still strangers and cold towards eachother, but pretend to be in love once again for the audience. Slowly they get closer and turn into friends, and Katniss is confused of her feelings for him. She wants to protect him, which hints that she does love him, although she's not sure if it's the same love Peeta feels for her.Mockingjay -- Peeta's brain has been hijacked by the Capitol, so now he hates Katniss and thinks she's a Mutt. Katniss still loves him, and wants to protect him. Peeta tries to kill her, then gets confused on whether or not she's bad. He begins to realize when memories are real and fake, and slowly begins to realize she's not as bad as the Capitol made her look to him. In the end, they fall back in love and have kids.
In the first book, Katniss realises that Peeta loves her is at the very end chapter o the 1st book. Although through that book Peeta repeatedly is covering up/ saving Katniss. In the 2nd book Katniss knows that Peeta will volunteer to join her in the quarter quell knowing about howo much he loves her
They go into The Hunger Games and Peeta announces that he has always loved Katniss and Katniss thinks this is a ploy to keep them alive so she plays along with it. Then she finds she actually loves him.

The theme is, "Sometimes people don't realize the terror of a situation someone or something is in until they are put in the same situation."
She might not have "confessed" her love for Peeta in the cave. She was acting at first, but came to realize that she really did love him. So if there were no cameras, she would've never found out that she loved Peeta. And Gale would still be in love with Katniss. :D
