The Lake of Rage floods when it rains in game.
Well SoulSilver and HeartGold are somewhat the same and in HeartGold you can get Magikarp, Goldeen, Seaking, Chinchou (One's ive seen) and in Lake Rage you can get a shining Gyarados.

In HeartGold and SoulSilver, there is a red Gyarados that you have to either defeat or capture at Lake of Rage. Other than that, there are no games that do that.
Well... to get a shiny legendary u need to save before battling, then restart loads, and i mean LOADS of times until the legendary is a shiny. Hope this helps! PS: The games heartgold and soulsilver gives u a shiny gyrados (red gyrados) for free once u get to the lake of rage

you get it when you travel to mahogany town and go north to lake rage. the red garadoes is in the lake. you should see it on the lake surface.
Red Gyarados should be catchable in heartgold/soulsilver like in the original gold/silver series. Itt should be caught in the lake most northern of the johto region. hope this helps you. =)

Here are two ways to get Shiny Gyarados (Red Gyarados):Trade the Shiny Gyarados from Pokemon SoulSilver/HeartGold that you have gotten in the Lake of Rage to Pokemon Diamond.Fish or swim in the area where Gyarados spawn vastly. However, this is the longest way to do it, because the shiny rate is 1/8192. I'd recommend trading from SoulSilver or HeartGold.

You can find him at the Lake of Rage in Pokemon Heartgold and Soulsilver. After you calm down the red Gyrados and get rid of team Rocket you can challenge him. He has ice and water Pokemon so fire and electric Pokemon can do the job. Hope this helps!
All games except Silver Gold Crystal Heartgold and Soulsilver, you have to have pure luck. But with Heartgold Soulsilver, go to the Lake of Rage which is way above Mahogany Town.
