Yes. Tuning is a normal spell from the Starstrike Blastbooster pack. It's card number is STBL-EN045. You can find Ultra-rare and Ultimate-rare variants.
In general, no, he is not auto-tuned. Certainly his studio recordings use very little if any auto-tuning; it's a fairly honest sound with bags of jazz-hall reverb. If there's any auto-tuning involved it is extremely subtle. There are occasional chorus effects which might be confused with auto-tuning, but nothing that could ever be confused with the more extreme auto-tuning that is now known as the Cher effect. However, Michael Bublé has certainly used some extreme auto-tuning, whether or not he was actually aware of it. See An Audience With MichaelBubléduring his rendition of Cry Me A River. The Cher Effect is clearly audible here. However, such an extreme effect would prove more than a little distracting to any performer (especially as the studio version didn't use any auto-tune) so it's unlikely Michael would have been aware he was being tuned. It's possible the auto-tuning occurred during post-production, but if that were the case the engineer should rightly hang his head in shame; it's nothing short of abysmal. It seems more likely the effect was added during the live recording but was not relayed to Michael. Either way, it is unlikely Michael would have had any say in the matter. TV executives tend to be a law unto themselves on that regard.
You can activate spells and traps, and then chain Emergency Provisions at the end, sending all those activated cards to the graveyard for the cost. Unless a card's effect is 'negated', removing the activating card from the field will not stop the effect resolving. So all those spells and traps will resolve correctly - unless they are cards that need to stay on the field, like continuous, Equip cards, or Field spells.
Divine Wrath is a Counter Trap that can be used when a monster effect activates. That includes Ignition and Triggered effects, but not continuous effects, which never 'activate'. It also cannot stop inherent special summon effects like the effect for a Cyber Dragon to summon itself from hand, this too does not activate. As a Counter Trap, Divine Wrath can be used in the Damage Step, and it can be used against monsters activating in any zone, even ones in the graveyard like Plaguespreader Zombie. Also due to being a Counter Trap, it must chain to the last effect on the chain, meaning if multiple monster effects trigger at the same time, only the last to be added to the chain can be negated. Urgent Tuning simply lets you perform a Synchro Summon at a different time than normal. All other Synchro Summoning rules apply, such as the components must be sent from your side of the field. As a TCG-ruling, this Synchro Summon is immune to summon-negation cards like Solemn Judgment, though cards like Solemn Judgment could negate Urgent Tuning's activation in the first place. Urgent Tuning does not target, and it cannot be activated in the Damage Step of the Battle Phase.
Pricing varies by region, and how you order it. If you order it off your cable box it can range anywhere from $6.99 to $7.99 per month. Lease of a Digital Converter or Cable Card with Tuning Adapter is required. If you order it by phone the price can be different as you might have to pay an addressable change of service fee.
