Once you've beaten the Sunyshore gym leader, talk to the lady standing on the little bit of beach that's by the Pokemart. She will give you the HM Waterfall. You can only get this once you've beaten the gym leader. Then you need to surf up the water (right after you get the HM Waterfall). (You will probably need quite a lot of max repels for the journey and you will meet quite a lot of trainers you need to battle so stock up on potions as well.) Make one of your Pokemon learn the move Waterfall (you will need it). If you just keep going up from Sunyshore city you should eventually come to a cave. This is Victory road. It's pretty tough to get though but you should be able to manage. Once though Victory road, you will see a really tall, palace like building. The Elite four are in there. Once you've beaten the Elite four, you must beat the Champion. I've ended up beating the Elite four twice before beating the Champion but you will eventually do it.

∙ 12y agoIf you mean find, the elite four are in kanto, and only accessible by using surf on the water in the west of the starting town, you must have waterfall as well.
Simply surf across the water, go through the cave, over the bridge, and the head north, the house you run into has a lady that will heal your Pokemon if you speak to her, continue north and you will encounter a building, go through it and you will be in a cave, once through the cave (its fairly simple to navigate) head north and you will find a building, the elite four are up the stairs to the north-west.
inside is also a Pokemon center, trade area, shop, and an old man and an Abra that will teleport you home.
