Their are 2 dragon scales available in the game: One is on a small platform on Six Island that you need Surf to reach the platform is somewhere in Ruin Valley, the Second dragon scale you can get is awarded to you for completing the Trainer Tower on Seven Island on the Mixed or Knockout Mode.
