Elgin Arms Co was a trade name used by a Chicago hardware/catalog store. The shotguns were sold to them by the HD Folsom Co. The actual manufacturer may have been Crescent, most were, but could have been any of a number of other manufacturers. sales@countrygunsmith.net
There was no company with that name. Crescent, Davenport, Stevens, and Pieper (Belgium) all furnished firearms for Shapleigh Hardware with variations of the Central Arms name.
May have been made by Andrew Fyrberg & Sons Mfg, Iver Johnson's Arms & Cycle Works, or J. Stevens Arms for Sears sometime between the 1890s and c. 1950. A single shot .410 will sell for $50-$150 and a double $200-$300, depending on condition.

Elgin Arms Company: Trade name used on shotguns made for the Strauss and Schram Company of Chicago. The value will depend on the exact configuration and condition. If it is a boxlock, either hammerless or with back hammers, it probably has fluid steel barrels and could (if approved by an experienced gunsmith) still be used as a field gun and be worth around $200. If it has side hammers, it probably also has laminated barrels. These should be retired and usually sell for $125-$150 as mantle decorations.
