Where can you find volcarona Pokemon black?

Did you mean Vulpix? Anyway you have to get the national dex and have been to the poke transfer lab. You need to either transfer a vulpix from soul silver or heart gold to obtain the vulpix in Pokemon Black and White.

In Black and White there are two Pokemon you battle in a similar fashion to Legendary Pokemon but they aren't, Volcarona and Musharna. You can battle Volcarona once atlevel 70 and you can battle Musharnaonce a week at level 50.

Volcarona is located in the Relic Castle. Go through the castle to the point where you learned of the Light/Dark stone from Ghetsis and the sand will lead you to a door. Go through the door, follow the Team Plasma Grunt and he'll lead you to a puzzle in a similar manner to Giratina's puzzle in Diamond/Pearl/Platinum. Eventually you'll end up at one of the Seven Sages you have to track down and he's in front of the doorway to Volcarona. Just walk through and catch it if you wish, it isn't all too difficult as the video shows. The other way to get Volcarona is via a Larvesta egggiven to you in Route 18.
