You can get a Gulpin right before the beginning of Cycling Road. The levels of the Pokemon are random, but each can evolve into a good swalot.

Pokemon evolve at different lvls and some might not evolve by lvls or at all. Some will evolve by items or by trading or by taking really good care of it. Lengendary Pokemon will not evolve.

The easiest way to do it would be to go to pastoria's great marsh.walk in and on your left will be stairs. once up the stairs,walk to the three binoculars at the back of the room and put 100 dollars in one of them until one shows you a green little blob of a Pokemon with a yellow thing on its head, that is a gulpin. examine the background and go back down the stairs until you are sure that you know where it is ,then,all you have to do is find its surroundings somewhere inside the safari. the gulpin will be lvl 24 when you find it, you have to level it up to lvl26 and it will then evolve into a swalot good luck finding it , it could be quite hard i don't want to trade mine
Togepi evolves when you have a good enough friendship.
I don't know really if it's good in emerald or not...But i tried using it in Ruby (Nuzlocke Run) and i think i would lose a pokemon to may's Combusken(all my team expect gulpin have a type-disadvantage) Here is where Gulpin shined and defeated Combusken Gulpin learns a powerfull move early (Sludge) But i suggest you try using it yourself few times to see if you like it or not.

You do not have to follow me word by word, but here's what I would do.In Ruby, Sapphire, or Emerald:Equip a team of Ghost, Ground, and Rock Type Pokemon. They are only to resist against Gulpin, and might not launch super effective attacks. Be sure they are around Level 13, so that Gulpin will not suffer a one-hit KO. Head to Route 110 and scan the tall grass. Gulpin are rare but you will find one eventually. Send out a lead Pokemon, one with average strength but enough to stay in battle. Weaken Gulpin with your attacks, and, if possible, inflict it with a Status Condition. Throw a Pokeball of any type (but please, please, PLEASE not a Dive Ball). If not caught, weaken Gulpin more and try again.In Pokemon XD:Go to the Shadow Pokemon Laboratory. A Gulpin will be found there.In Pokemon Diamond, Pearl, and Platinum:Head to the Great Marsh after obtaining the National Pokedex. Use the binoculars to find Gulpin, then head out into that area. Use the bait and mud to prepare it for capture. Throw a Safari Ball.In Pokemon SoulSilver:There will come a time when a swarm of Gulpin arrive on Route 3. Equip your team with Ghost, Ground, and Rock Type Pokemon around Level 5. That way the Pokemon may resist Gulpin and launch decent attacks, but not inflict a one-hit KO. Head to Route 3 and search for a Gulpin; it won't take too long. Weaken the Pokemon, and possibly give it a Status Problem. It doesn't evolve at a set level. You have to increase its happiness, and once it levels up with a good enough happiness rating, it will evolve into Togetic. Thus it is possible to get a Togetic at level 2 already.

It depends on how you train them, but yes, it is good to have several different types in your party. You should check their IV stats and EV train them as well. Teach them good moves, and they will dominate. Yes, they are good Pokemon if you train them good enough you wont lose often. ( heres a tip Vaporeon doesn't evolve )
