Pineco is caught in Altering Cave. In order to get to the cave, you must have at least beaten the Elite Four and gotten the National Dex. To get to Altering Cave, you must travel to Six Island and go to the most NorthWestern area. To get Pineco from it, however, I'm not quite sure. According to Serebii.net, you have to do something with Mystery Gift in order to get it.
