The rarest Pokemon cards are shining Pokemon cards. Basically, these cards would feature a Pokemon illustrated in a different color than normal. In older packs, they would have the word, 'shining' printed next to their name. In the third generation, first released in the set, 'EX Team Rocket Returns', shining cards would have a gold star stamp next to their name. Later on, in the fourth generation, there would be no direct indication next to the name on the card, but the illustrated Pokemon would still be a different color than normal. These cards are very, very, very rare. Normal selling price for a shining card in good condition is ranged from 20 to 25.00. The rarest of these is Shining Charizard released in the second generation Neo Destiny packs, which sells for a whopping 80.00!
Yes, Mew full art plus EX does not make it better than Lugia full art EX. If you go on any selling websites, you'll find out. Mew is only like around 20- 40 dollars while Lugia is like around 40-70. Lugia is also cooler than Mew. The card has smooth material and Mew EX a rough material but is also good. I actually don't have Lugia EX yet but I have mew full art and EX so I know Mew's. If you take the advantage with battling style, I would say Mew because It has the ability Versatile. Ability: Veratile This pokemon can use the attacks of any pokemon in play(both yours and your opponents). (You still need the need the nessary energy to use each attack.)
The illisttratur pikachu it was given out to children in a Pokemon art contest in japan Or the ancient mew i am not sure you'd have to check because i have seen a lot of rare Pokemon cards bu im pretty sure it's ancient mew or illisttratur pikachu
Really, most art for the games and such is done by one artist, Ken Sugimori. He also does art for the TCG, but I don't believe all of it. If there are any openings for Pokemon art, they'd most likely be for the TCG.

An easy way to tell if a pack of Pokemon cards contains a full art card is to open it.

Im from India and they sell fake pokemon cards so dont buy.. i have buy 4 noble victries packs i got rashiram full art in all 4 packs which are not from this set.....and if u are a big pokemon cards come to my house and trade...I HaVE MaNY aWSOME CaRDS
