You cannot buy the Level Ball in Pokémon SoulSilver since it is a Poke Ball that Kurt creates with an Apricorn and he makes them free of charge, you can find Red Apricorns around the region in order to give them to Kurt so that he will create Level Balls out of them and you can find Red Apricorns in Routes 37 and 44 as well as in Fuchsia City and you can also buy Red Apricorns from the Pokeathlon Dome for 200 points but only on Sundays, Mondays and Fridays.
